I had posted this in another forum some time ago, but got no feed back.

Let me start by saying my my ck30 HST 2005 model had a little fire issue (At least it lives... Unlike everything else I owned.) Was last year and I've moved into the rebuilt house.) On the side where the joystick is. I had to replace the joystick and every thing down to the body assembly.
Now I find the 3pt hitch doesn't move, is in the up position. Made sure the control knob under the seat is not closed. Have plenty of hydro fluid. There was heat in the area of the lever and linkage. Just don't know where to go from here..

I replaced these parts.
26001-0010 ASSY HANDLE
26001-0040 BODY ASSY V.
36001-0180 COVER HANDLE.
26001-0090 SELECTOR ASSY V.
36001-0330 CABLE, 620. 24.4"

Where to start... An AI told me to loosen the cables to check for correct neutra/center detent. Is that reasonable?

If the 3 pt is stuck in the up position even with the 3 pt lever in the down position, it could have the drop rate valve stuck. There is a small steel ball inside that might be stuck.

Have you tried putting some weight in the 3 pt hitch? To force it down.

What have you tried besides moving the control lever to the lower position? Putting weight on the 3 point arms or anything like that?
Also does this unit have a lever that slides along a guide and you can set the stop position with a adjustable stop? Or do you have to hold the lever in lower position like a loader valve?

After reading your post again it sounds like you have to hold the lever. I would explore the suggestion made in AI. There has to be some sort of centering procedure most likely. Does the lever feel like it's working like it did before?

I had that happen on a Ford 1210, turned out the cover that has the relief valve in it over the piston cylinder had been removed and put back on 180 degrees out. Bolted right on, but no hole for the relief pressure to vent to. Had me going for quite a while!

If you replaced the control valve assembly did it come with power conversion or adapter? If not 3 point is not going to lift a load.

If you have the rear remote valve is the lever in the neutral position?
If you have a 3rd function valve, that could be sticking on also.
Either of these could cause 3 point to not operate

Or remove and inspect lift control MLS valve. Under the seat, its what the control knob under the seat is attached to. Valve has two bolts that hold it in. Then pull the assembly out. (While pulling valve out it may have a stream of oil coming out at you, so be aware).
