Loader Creeps Up

New Holland 110TL Front End Loader wants to creep up when driving around. Seems to be that the lever sags and engages when it shouldn't. Looks like previous owner just kept a bungee cord on it to keep it in place.

Valve control looks clean but I have no idea how it looks inside. Is there anything else I should try before spending $650 to replace it? I'm new to this equipment but know my way around auto mechanics.

I wonder if the spring at the end of the spool broke or the cir clip that holds it in place is gone and then it lets the lever sag.

Also, you don't need to spend $650 on a new valve when there suitable valves for $200 or less.
