3-Point Hitch Lifts drops too fast

I recently purchased a old shibaura SD1643 tractor. The lift is fine when going up but just drops real fast when going down. I have tried everything I can see to adjust. Anyone have any ideas? Of course I have no manual.

What do you mean lift? Front or rear?

There should be an adjustment under the seat .Clockwise should slow the drop ,all the way tight should stop the drop completely.
