My pto engages for a few seconds after I let the clutch out and turn off the lever. I usually push the cluth and rev down the engine at the same time and hold the clutch down down for about 5 seconds then let the clutch out slowly. Now the pto seems to rev back up and then slow down to a stop. I did a test of only pushing the clutch in and moving the lever to the on position and then back off and when I let the clutch out the pto engages(spins) and then spins for a minute or so.

I have an L3940 and do not need to use the clutch when engaging or disengaging the PTO. This is on an HST model. Check your owner's manual and see if you have to use the clutch. Not using the clutch (if that's possible) may solve your problem.
Any other thoughts out there for city-grown?

Sounds like the PTO cable is sticking to me. A lot of users with L3400's have had similar problems. Search for L3400 PTO cable, there are a lot of helpful threads about it.

I had mine replaced, including the bracket.

Do you have a gear or HST L3400? These are different PTO setups.

If you have an HST you might want to disengage the PTO at the same time as you push in the clutch. A slight rake angle on the clutch dogs might keep it engaged if you let it stop completely after declutching.
