A 3 percent loss of power per 1000 ft means at 10k it is down 30 percent. It probably even feels like it is worse than that too. You need some boost.

Either some boost or some more cubic inches. For example if the implements you intend to run require 25pto horsepower you would need a 35PTO hp tractor at high altitude just to be net you the 25 you need to run the implement. Even then it would be advisable to have it tuned to run properly in thin air.
