Kioti LK2554 front loader slow/jerky

So i purchased a LK2554 and absolute love the thing! the only issue i had was the loader was extremely slow and jerky. you had to throttle it up for it really to be useable. so i thought i might go ahead and change the hydraulic fluid along with a new filter. still had the same issue as before extremly slow/jerky. well then i thought lets go ahead and replace the pump it being an older tractor. nothing has changed.. any ideas? i was following the lines and came across this almost like valve that you can turn left or right? if i turn it all the way right hydraulics stop working if i turn it all the way to the left the hydraulics quit working. any idea where i need to check for dirt or spring?

If your three point lever is in the full up position it can slow all your hydraulics. If moving the loader lever from full up improves your FEL operation you may need to adjust your rock shaft.
