Is the bolt that I have circled a oil drain for one of these old Kiki diesel injection pumps?

NO.!!! That’s holding the fulcrum lever in place..
DO NOT LOOSEN IT..
U don’t have a drain on that pump..

The only way to drain it is loosen the back cover..8, 10mm bolts..
I don’t think the juice is worth the squeeze..
Just add oil.. any excess will flow out the vent in the back of the pump..

I didn’t realize it had a vent
