3-Point Hitch John Deere Model M

I just bought a 52 m and it is in real good shape, I went to try the touch o matic hitch for the first time and it wouldn't work, it just dropped down. I think I did it right by setting the draw arms pins to float and the hydro lever in the right position. Any Ideas would be helpfull.
