JD 830 hydraulics problem

I have a 1975 JD 830 diesel utility tractor. I am having some problems with most of the hydraulic systems. For a few weeks the power steering only worked turning to the left, now it doesn't seem to work in either direction. The 3 point hitch lowers slowly (10 seconds from lifted to on the ground) whether the tractor is running or not. The depth and power control don't seem to be sensing properly, even when the lever is in the depth control position it still acts funny - The 3 point raises all the way whenever I try to back up (especially with a trailer hooked to a drawbar between the 3 point arms). Unfortunately I missed most of these problems when I bought it due to ignorance/trust and a flat front tire preventing proper testing. I just changed the hydro fluid and filter but have not had a chance to run it enough to see if I fixed anything (rain rain rain). Any help on where to start or how big a repair these problems are would be greatly appreciated.

Check your operator manual to see if there is a control to set the PTO lowering speed. The 10 second lowering speed is the first clue. If this control gets set too slow, it affects the hydraulic system. When you changed the hydraulic fluid, what condition was the screen/strainer/filter in. Did you clean that? Does a cylinder or other hydraulic tool plugged into the external valves work properly. Can you borrow a pressure gauge that has a quick connect on it so you can plug it into the external valve. It should be around 2900 pounds/sq in pressure. Does anything change in the power steering or PTO from idle to pto engine speed as this increases the flow rate of the hydraulic pump.
