Got this 5420 and the 3 point hitch arms dont work! UP or DOWN removed an checked valve on side of transmission reinstalled an nothing still working....Anybody got any IDEAS. Oh yeah it has a cab on it too..

Is the rate of drop knob under the seat open?

Yes it is. I have turned it and worked controls up and down while working rate drop knob. Nothing happened?

Fluid level?

Did you check the mechanical part, what the lever is connected to?

Filter or screen that might be clogged? Do you hear pump cycling when you move lever?

If you have steering and brakes, then the problem is the relief valve in the side of the rockshaft valve.
