IH 464 PTO problem

When I attempt to engage the PTO on my IH 464 the lever will not lock the spool valve into place. I watched the spool valve as the lever was worked and the valve move but will not engage the PTO. I am attempting to remove the spool valve from the MCV but even with the nut fully backed out the valve will not come out. Any suggestions will be appreciated. Thanks, Mark

My first thought is low/no hydraulic pressure. If the pressure is so low that it can't overcome the valve spring, there's no way it can engage the pto clutch. Check fluid, filter, and pump.
