what would be the effict of puting a smaller size pully on the trans?

More gear reduction. Or the belt slipping. A smaller pulley is less surface for the belt to grip.

Wouldn't it be the other way.....less gear reduction if the rear pulley is smaller?

X3 series did have 2 different sized input pulleys. Will you notice a speed difference? Not unless you're doing a science experiment along side another. In theory the smaller pulley would increase the speed slightly. It may increase the likely hood of the dreaded traction belt dropping down off the drive pulley onto the clutch, but there is a belt change for that. No guide of course...
