The metal filter strap has a rubber liner on the inside. Tried it and it totally crushed the filter. I can't even get a bite with it now. FANTASTIC! Something that should take a few minutes it resulting in several hours. This makes me so happy to spend more time around the Bota than on it 
Next will be the screw driver trick and if that doesnt work the sledge hammer trick. I will let you know what happens

GOT IT! Apparently the rubber gasket expands and contracts and if over tightening occurred it binds. That along with the dirt and rust made it quite difficult. I sanded some of the paint off the filter for a better grip and then I was able to use the strap wrench at the top of the filter.
