Hyd problem foer 300B backhoe

I have a 300B backhoe that has a Hyd pump front seal leak. I replaced the seal and noticed in the manual that it said to not put the seal in to far as to not block the hole. What is the purpose of this hole that goes up to the hyd resivor tank, also there is a check ball int he tank and what is this for? My has dropped into the tank?
