Remember, just because one has a license plate number, and one managed to get the name attached to the license plate, it is not always true the plate is attached to the car it is supposed to be. Plates are stolen and put on other cars. The car could be stolen. Sometimes people let other people use their car. You really have no idea who is in the vehicle based on the plates. Most of the time, the people in the car match the plate, but not always.
If one does come across a vehicle with a person, errrr, well, body inside, just call 911, 999, or whatever is used in your country. Obviously, do this to preserve the scene, but people are committing suicide using commonly available chemicals that they mix in a bucket. Often a five gallon bucket. The chemicals produce a gas which kills. Usually, the person committing suicide, puts up signs to warn first responders, but they might not so be careful... Or if a person is shocked to see a body a person could just open a door and not notice the signs...
Years ago I was driving into work early in the morning and saw a nice car parked along side a lake. Kinda odd it was, but people do park at the spot, just not in that nice of a car, nor normally at that time of the day. Figured if the car was there on my way home I would stop and check. No need to do so, since I saw a news report that a person had committed suicide by the bucket gas method in that car.
