How to identify car owner by license plate?

DMV database access varies from state to state...below is a short list of civilian entities that are often allowed access (often by subscription)...

There was a time when I COULD put in any license plate and instantly get a picture of Drivers License...

It did not last long but was tied to insurance data base...

Police don’t come unless stolen or hazard... owner can have car privately towed and I do so several times each year...

That information is supposed to be restricted, and most states, it's been that way for many years.

Back in the mid-70's in AZ, I went to school with a kid who's older sister was stalked and killed by a guy that called in to DMV with her plate to find out where she lived. They used to just give that information out freely. He bragged about it during his murder trial, that that's how he found her. Shortly after that, DMV stopped giving out that information to just any Dick or Sally.

It's very simple, actually. Copy down the plate and vehicle description. Turn on your scanner or go to Broadcastify.com and tune in to your local EMS/FIRE/LEO dispatching network.

Then call 911 and report a suspicious vehicle in the neighborhood. Listen to the dispatch: "Vehicle should be a 1909 Pupmobile registered to a Hunter Nedib, address is 2021 Grand Scam Trail, with known warrants for drug use and possession." Done. Pay attention to murder, domestic violence and weapons cautions that go out with the broadcast.

Then its up to you: trespassing, towing, target practice, firefighting experience, or spare parts collection. Maybe it's your kid with her boyfriend.

They can be fired and/or jailed for that. Access to that system is restricted, for official use only and everything is logged.

If a plate come back with a hit for a wanted person, what will they do if an officer is not on scene, or nearby enough to make the arrest? Officers have been killed on traffic stops or checking random seemingly abandoned vehicles simply running the plate and being surprised when they confront the occupant, or as the occupant returns.

There have been situations where plates are being monitored nationwide by alphabet agencies. They know the plate's being run almost as fast as the officer does. Dispatch will suddenly get a call telling them the black SUVs are rolling and not to let the vehicle go.

That's what they tell me but somehow info magically appears hours or days later.

5-0 Radio is another good app for this purpose. Have had a couple times to call 911 for people on our property that were not wanted there. Good to be able to listen to the traffic of the cops on the way. Dispatch just asked that when the marked car pulls into the drive that I confirm I have secured my weapons.

Before you call LEO it helps to have not just licence tag number but a description of the interior of the vehicle, color and maybe seat description. This convinces the LEO that you are a serious citizen and it's not a crank call.
