How do you remove these fasteners?

I just put mudflaps on our Suburban. Had to do the same thing. I was able to get all of them out by just putting a medium flat screw driver under the center and prying out. That usually pulled both pieces out. Incidentally, if you are installing GM mudflaps (I did), you won't have to reuse those. The flaps themselves inlcude the body clips and the additional bolts needed to do the install.

Or you can just pry on it till it breaks and then try and find a replacement that will work afterward.
