I have a pulley on a transaxle I am trying to remove. I put penetrating oil on it and used a wheel puller. Seems to have budged a little but I don't want to go further if I'm missing something and bend the pulley edge. First picture is the pulley on the transaxle. Second picture is a close up of the shaft. There was a "C" ring on the outermost end I removed. Third picture is the shaft on the other side of the pulley. Note there is a keyway I have not tried to do anything with. But it seems it is just to insure the pulley spin with the shaft and I wouldn't think it would affect pulling the pulley wheel off the shaft axially.

If penetrating oil doesn't work, I would try heating the pulley's hub ( not the shaft ).

If there's no set screw, you seem to be doing everything right! They can be 'buggers'! The penetrating oil is your friend! I like "PB-Blaster", but "Kroil" seems to work better for some. Heating may help! The slight movement is a 'plus'! Might just want to put an oversized socket over the shaft, and tap it back into the original position, oil, pull, tap and repeat, good luck! If there is a key way I'd assume there's a set screw somewhere that needs to be loose or removed.
I'd remove it and put some PB Blaster in the hole and let it soak for a few days if you can spare the time.:2cents:

Get yourself a pan big enough for the pulley to fit in. Fill pan partially with WD40 ( I buy mine by the gallon). Let it soak for at least a week. Try removing. If it won't go then push the pulley back on (you said it moved a bit) then back in the WD 40 for overnight. Try moving next day.
This may take you up to two weeks to get it off but it's the old "a little at a time".
You have no idea how many stuck shafts, pulleys, gears, etc I have go to loosen up this way. Just finished doing this kind of recovery of an old Herd Seeder. It wouldn't move at all, now spins really freely. New seeder was almost $600......well worth the effort to get it working.
One other thing is to try using PB Blaster (the penetrating oil one). It works really great as well.
My favourite though is WD40.

Heat from a LP torch and a 50:50 mix of ATF and diesel should cause cooperation sooner rather than later.

Use a wire brush and then some emery cloth to clean up the end of the shaft that is sticking out of the pulley. The pulley may be moving and then getting caught on the end of the shaft. Keys can get rusted in the key way on the shaft and the pulley. Soak the key good with penetrating oil and use a brass punch to tap on the end of the key to try to loose it. Do not hit it too hard as you can peen then end of the key and make it worse.

I don't know if you weld but might want to weld something to the pully hub so you can pull directly on it or even weld a fine thread nut to it so it could be pushed off the shaft. It always can be ground off after the pulley is removed. The pulley is so large in diamiter I woud be real nervous of bending it.

There is a new penetrating oil on the market that I've used many times now on very rusted threads and shafts. Called Rust Reaper
I've no connection with them, but had a friend put me on to the product. Leaves WD40 and Kroil (both of which I've used a lot by the gallons) in the "rust" so to speak. :)

I would drill a couple holes in the flange of the hub and use a harmonic balance type puller with bolts and nuts to go between puller and pulley.

Perhaps try some high speed vibration the get it moving. Use a bolt or the back end of a drill bit in a common hammer drill. Or an air chisel if you have one.

kroil and acetelyene torch to the hub. Even Mapp gas torch would help.

Find out where the set screw is and remove it, support the back of the hub and get it red hot really fast,(oxyg/acct)let it cool just a bit and drive the shaft out. I've done thousands this way.

I've done this before with some added heat with good results on snowblower drive pulleys. Rob's idea about welding the nut to the hub is a good one too, you may need a piece of pipe in there for a spacer though.

In general, heat is your friend, once the hub expands even a little it should be free enough to come loose with reasonable force.

After saying that, I used a hydraulic press to remove a snowblower wheel from the axle years ago. It was red-hot at the time, and still needed almost 12 tons to break it loose. Not good.

You could also use one of these. Drill two holes through the pulley the appropriate distance apart for the puller rods, install the bearing separator plate, get it all ready to go, apply tension on it and then heat the hub and then when it's hot, give the end of the threaded puller shaft a good whack with a hammer and see if that breaks it loose. If it doesn't, apply more heat, and repeat.

Not all Keyways have set screws. Some are just press fit. The half moon one especially.

Heat up the hub and melt some wax into it instead of penetrating oil. I saw this trick in here somewhere and some said it worked like a charm. I haven't had a chance to try it yet.
