That is sad. I am sure the fault was in the person who loaded the backhoe, if it was attached right, the whole rig would have tipped over, before the hoe fell off.
I would speculate that the load was improperly loaded initially or improperly secured and shifted back resulting in a light tongue weight, and ultimately the driver's loss of control. I can see know way that this was due to any issue with the tow vehicle- any freightliner can handle a Case 580 series backhoe.
I am on that road weekly. My thoughts to the family of the victim.
