Came across this item at my mom's place and cannot seem to find anyone that can determine what is. Anyone want to take a stab at it?
Best guess I had was a stationary nutcracker :confused3:

Looks as if the handle can be pushed down to rotate the top jaw. Maybe meant for bending or stretching something?
