Help 424 international clutch adjustment

Does anyone know how to adjust the clutch on a 424 International tractor. the clutch does not engage until the pedal is about 3/4" from the top. It will pull in the low gears but not in the high gears.

IT is complicated as it is a two stage clutch!

You would have to loosen the bolt on the clutch shaft and rotate to get 3/4" free play on petal. There should be 6" total travel and that is adjusted with the set screw stop.
