52 RC and 55RC is pretty darn soft. Stoody 31would be a good choice. I like Rankin. UTP 711B is great stuff if you are rich. E7018 is probably a poor choice for build up. Depending.
14.5 % manganese steel is non magnetic. If you run into a crusher jaw accidentally, keep it cool with wet rags while welding and it will not spall off. A grinder in a dark room will ID steels. Get a kit together of known steels to compare the unknown one to.
Preheating is not required on most things that need to be hardfaced.
