Green fence ?

At the edge of my parking area it drops off about 20 feet. Really handy for dumping snow over the hill. However all winter when you drive down the road you get a clear sight to my side yard and my projects. Do they make any type of fence that the bottom few feet is open but the top if covered for atleast 5 feet. I would thing of it as a split rail fence but with top covered up, My parking area is made up from Tailings, giant rocks and 4 inch road base. I don't even know how I can drill that for posts.

There was an old concept that had a lumber wall raised off the ground and solid between 18" and 48". The only thing is it was barrier that was for large mens washrooms at race tracks and other places were men worked like big plants of old.
Post use a picture maybe the group has a few ideas.
