Gravely Super Convertible Wheel question

My parts illustration shows that the two halves of the rim are attached directly to each other. But on my tractor the halves on mounted on the both sides of the hub. The inner rim on one side and the outer rim on the other. Which is correct? I am mounting dual wheel adaptors and thought I would replace the tires and tubes at the same time.

You should not have to pull the hub to change a tire/wheel assembly. What you describe is crazy. It is difficult enough to get the tires a wheels apart and put back together without having the hub to deal with too.
