This thing as way too many electronic devices on it to risk welding, Paul.How about tapping a thicker steel plate to accept the tie down and welding it in place, or perhaps use rib nuts if they will clear the obstruction above the fuel tank.
The uncollapsed length of the rivnuts is 19mm, but they'll only go into the holes 8.5mm before they hit the obstruction.
In the photo that shows the 1/2" thick steel plate mounted in place, the four holes in the plate that have no bolts in them are the ones that are obstructed. There's about an inch either side of center that is not obstructed, near the hex shaped hole and the smaller round hole. I could install two more rivnuts there, but they'd have to be squeezed together a bit to avoid the two existing holes. Or I could just enlarge those existing holes for the rivnuts, but I'm too OCD for that...
