for turning virgin sod into a garden i highly recommend a turn plow first.
a 14" plow will plow 7" deep. far deeper than most tillers. You also get the benefit of flipping the sod side down so it smothers and dies instead of just being broken up and aerated nicely. The grass will love that and be spouting up EVERYWERE in no time. The other nice thing is you can get in quicker with a turn plow when the soil is still to damp to effectivly roto-till. Once the turned the soil drys nicely its easy to come back and till the top in 1 perhaps 2 passes tops for a perfect seed bed.
If you were going to till first id spray with roundup or cover with black plastic first to kill off what is there.
