I just wanted to update on this.
I had the tractor serviced by Bell Meade Garage in NJ. It turns out that the prior owner had put one or two hydraulic lines in the wrong spot. More importantly, it sounded like there was a prior oil filter fix that wasn't done correctly. Bell Meade redid the work. They also got out the additional random bits of silicone from the prior owner (I bet whatever they did to the oil filter area is why they needed this....).
Tractor works great now and Bell Meade was awesome to work with.
