Oil & Fuel fuel gouvner

While trying to set time on injector pump I could not get fuel from inj. nozzle
at tdc #1 piston on flywheel with and shutoff solenoid pushed in.turned key off and on acouple times a I got fuel turned fly wheel fuel stopped turned back and no fuel. Can not get fuel to flow agin any answers?

What tractor is this on?? Why did you have the injection pump off?

I think for the best answer we will need more information.
