Here's a decent metal one with a replaceable element for not a ton of $:

I don't like the plastic valve though. I used to see all metal ones and used ones can be had cheap enough on occasion if you pay attention. Lens12 actually used to sell a nice all-metal one with a crystal clear plastic bowl for around $50 a few years ago and I bought one or two over the years.
In the end there are cheaper solutions of course and any filter is better than none. The best way to guard against the water problem is to keep it and your fuel containers from being exposed to water, whether it's from rain or washing it or other obvious reasons. In 10 years I haven't noticed even a thin layer of water start to build in any of the filter bowls on a handful of tractors. I know diesel fuel has trace amounts of water from the pump but it shouldn't come with slugs and it will take a long time to accumulate to where it will create problems if the fuel is "on-spec".
