HAVE TO PUT PTO IN GEAR BEFORE STARTING ,HOW DO I FIX IT ???

You could start by checking your clutch adjustment. You should engage your PTO at idle with the clutch depressed. Release the clutch then bring the engine up to PTO speed.

Is it a two stage clutch ?

The transmission disengages at the first stage and PTO engagement is at the second stage (clutch pedal all the way down ).

I have a Power Major. Just put a Bush Hog on it and push the clutch down and let the Bush hog coast. Everyone has gotten used to modern conveniences.
