With the Draft/Position Control lever set in the Draft (downward) position, engine running, lower links full down, stand on the lower links, pick up the upper link and push it forward to compress the draft control spring. If nothing happens, you have a control valve issue. If the lower links raise, you should be good, or you have a control lever linkage issue.
