Ford 1510 pto issue

I recently changed the pto seal on an 86 ford 1510. When I removed the seal the entire pto shaft and bearing came out as well. When I re-installed it the pto will only engage when I lift the lever up and hold it in place. Could some linkage have come loose. If so how do I fix it.
