Backhoe Foldable ROPS and backhoe B2710

I just received a new foldable ROPS for my Kubota. My old ROPS was rigid and not to spec for use with a backhoe. Dealer tells me I have to turn in the old frame with serial number plate and I was going to replace it with the new frame that came with the foldable ROPS. PROBLEM IS that the old frame and new frame are exactly the same and I see no need to go through all the work of dropping the backhoe and and replacing the old frame with the saem new frame? What are the requirements from Kubota regarding the ROPS program? Serial plate enough to submit to them? Any help would really be appreciated!
