Fiat 411 R starter motor

Hi i have a Fiat 411 R series tractor, it has a 24 volt system, i went to start it as normal and smoke came out the starter motor ,the engine turned very slowly twice, i gave it a couple minutes and the same thing happened again.I removed the two 12 volt batterys ,tested for charge and they were a little down, so i charged them on a trickle charger,, put the batterys back in and hit the starter, same thing mentioned above happened,,,,,,,So i have two questions..First ,does this mean the starter motor is worn out or burnt out and 2nd question what is involved to convert the 24 volt system to a 12 volt system....i see on ebay starter motors for the tractor are around $650 or more new... (Australia)... thanks for any help or replys,,,,,,,,,
