Just changed filter and tractor fluid but arms will still not lift.is there a screen internal that may be clogged ?filter is not getting any fluid to it

Probably a bad o ring or other seal.

Did fail to lift the arms before you changed filter and fluids? I know it doesn't sound likely. but it could be the quick disconnects. I would go to the Hydrolics section of the forum. Anyway, there are experts there who can help you precisely locate the nature of your problem.
