Could be. Voles have been knows to us mole tunnels and voles eat roots.

I have had voles completely chew off young fruit trees. Often the bark but sometimes the whole 1" trunk, wood and all. Once they climbed the protective hardware cloth to the top and chewed the bark. Other times they tunnel under it.
