If the valves are properly adjusted ( set at 1/4" past tdc @ .004") there may still be a issue with the decompression mechanism on the camshaft.
Sometimes the lobe wears away or the spring breaks.

Yup. What Winmac said. Not worth trying to tear down the engine to repair as long as you can "coax" it to start.
