DX33 startup issues

I have a case IH DX33 diesel that had been sitting for years. I cleaned fuel tank and replaced filter inline and cleaned all lines to pump. I am getting fuel to pump and out of it. My problem is now that I can get it to start it revs to high and will not slow down and the throttle does nothing to it. I have to cut off fuel to stop tractor. I have put Seafoam in the fuel and it has not made much difference. It will idle for about 10 seconds then goes to high rev above high rpm. Any ideas?

Sounds like the governor in the injector pump is stuck. Holler for DieselTech he rebuilds pumps and is quite knowledgeable.
