No fuel will come out of the hard lines unless the engine is running, but you may get some by operating the lift pump manually.
If your injection pump sump is filling with fuel that means that one or more barrel and plunger assemblies have gone bad. This premature failure is usually caused by using dirty fuel combined with poor maintenance practices, and/or a persistent case of diesel bugs which can corrode fuel system components and completely destroy them. If you are confident there are no bugs, and the fuel is squeaky clean, you have an option open to you aside from replacing the injection pump assembly and that is to monitor the injection pump oil level carefully and change it more often as required.
