There is no emission testing in many areas of the county... with no testing and no inspection how would they know? Yes it is against Federal Law and you may have the EPA or FBI after you IF they know.
Vehicle inspection in the United States - Wikipedia

No safety, emissions, or VIN inspections at all

  • Alaska
  • Arkansas
  • Iowa
  • Michigan
  • Minnesota
  • Mississippi
  • North Dakota
  • South Carolina
  • South Dakota
  • Washington
Even your home state (my former) only has emission testing annually for 19/100 counties. The other 81 counties to not have emission testing at all.
Then there is this from the NC DMV below, guess you title that truck in NC since diesels are exempt from emission testing.

Exemptions

Vehicles are exempt from emissions inspections under the following conditions:

AND If you spent more than $200 to fix an emission failure you will get a waiver from the DMV to register your vehicle.

Official NCDMV: Vehicle Emission Inspection
NC law on Emission Controls on vehicles.

§ 20-128. Exhaust system and emissions control devices.

(a) No person shall drive a motor vehicle on a highway unless such motor vehicle is equipped with a muffler, or other exhaust system of the type installed at the time of manufacture, in good working order and in constant operation to prevent excessive or unusual noise, annoying smoke and smoke screens.

(b) It shall be unlawful to use a "muffler cut-out" on any motor vehicle upon a highway.

(c) No motor vehicle registered in this State that was manufactured after model year 1967 shall be operated in this State unless it is equipped with emissions control devices that were installed on the vehicle at the time the vehicle was manufactured and these devices are properly connected.

(d) The requirements of subsection (c) of this section shall not apply if the emissions control devices have been removed for the purpose of converting the motor vehicle to operate on natural or liquefied petroleum gas or other modifications have been made in order to reduce air pollution and these modifications are approved by the Department of Environmental Quality. (1937, c. 407, s. 91; 1971, c. 455, s. 1; 1983, c. 132; 1989, c. 727, s. 9; 1997-443, s. 11A.119(a); 2000-134, s. 6; 2015-241, s. 14.30(u).)

This one is long.

And if that isn’t bad enough, here comes the FEDS.

And posting on a public forum that you are breaking the law isn't the smartest.
A law that is unjust and doesn't make sense. Did you know the military gets to delete the emissions off of their equipment?

Like I said still against federal law and maybe in state but they would have to know....
How many traffic cops are looking under the hood or at the exhaust? If someone pulls the guts out of a DPF canister how would a cop know that? Unless he disassembles a hot exhaust.
Now if you are rolling coal or open exhaust you might be noticed.
How will the clerk at the DMV know that you gutted your DPF when you apply for a title and registration?
You would have no trouble getting a title and registration of a modified vehicle in any area that does not have emission testing on diesels
Making laws and enforcing laws (and then prosecuting) do not seem to be connected these days.

How many open cutout exhaust are driven in NC. I expect is is a lot more than you think, flip the loud switch off and it is a stock sound.

As to your long link....in 81 NC counties you can not get an emissions inspection, not required. How many "pass it anyway" safety inspections are done every day? Used cost an extra fiver in Goldsboro.
If that would not work register it as a custom and almost everything is waived.

Not everybody lives in a Nanny state. Wisconsin doesn't even have vehicle safety inspections; you don't even have to have proof of insurance to register your vehicle. It also sounds like the guy drew attention to himself, in New jersey no less, go figure.

"I don't know why this equipment was ever required to have it in the first place."

Because unelected federal bureaucrats never sleep. They are constantly trying to justify their lucrative positions while making the lives of most Americans miserable in the process.

WOAH, did you know they also have guns and bombs we can't buy. Lol.

Wait, y'all are saying that spraying synthetic horse piss into your exhaust system can eventually lead to big issues and costly repairs?

Be one thing if DPF made sense. I would like to think cooler heads will prevail and it will go the wayside and we will keep things that do like EGR which does. I am not against all emission controls. DPF is dumb. Cats on cars the science and numbers don't work out there either as far as I am concerned. Evaporative emissions ugh, big pain, might make sense, find it hard to believe that little bit going into the atmosphere makes that big of a difference, but I'll bite. A filter on an exhaust, that you turn around and use more fuel to burn off and clean out said filter at a latter date can't make sense.

But hope springs eternal. :)

On tractors just go back to the tier 3 or early tier 4 interim requirements, the early common rail tractors were very efficient and reliable up to about 2011.

Don't laugh to much, it's quite likely to happen. :( :( :(
Not going to happen. But what will happen is the farmers who delete DEF will have to be pretty proficient mechanics, because no dealer or other licensed repair business will work on them when they need repairs.

Anyone know of anyone that has paid such fines....or any fines for that matter ?
Individuals don’t get fined, but repair shops do. So finding repair work becomes unobtainable unless you have all the diagnostic and other equipment to do everything yourself.

Seems there have been a few where the dealer shops could not keep them running even when new. In many cases it's cheaper to buy the tools than the cost of hauling to the dealer.
Neither of my tractors have been back to a dealer (or other shop) some repairs have been quite the learning experience
To date I have been able to correct emission errors on my LS without resorting to removing/gutting the system, but I came close once.
I tended to buy tools to tweak my road cars, now I don't drive enough to bother.

Is it possible to buy the ERU diagnostics equipment or are those dealer only?

It's getting harder but the Chinese release new tools all the time and they are getting better. I had one to program keys for a bunch of brands and it worked well. I also have almost a Star Scan system for dodge except the mothership access. The tech changes so fast I don't even try to keep up until I need something.

I just assumed there was proprietary software. But it is an uninformed assumption.

Lot's of stuff reverse engineered overseas. Sometimes things are manufactured and a percentage walks out the back door be sold, or are damaged/seconds, etc

There have been some individuals fined;
the whole thing is over bearing, over reaching bureaucratic twits that need to be reined in severely.
