Deck lift cables too long?

I noticed the mowing deck doesn't even begin to lift up off the wheels until I reach the 3rd notch on the adjustment height, and the deck doesn't get close to the maximum height that it could reach. The cables are already adjusted in the holes to allow for maximum lift.

I have the mower in about a million pieces /forums/images/graemlins/shocked.gif.

2 questions:

1) I noticed the right side cable still has ~ 1/2 of slack, when the left side cable 1st tighens up. Is that OK? There are some adjustment holes but none seem to be located as to where they will both become tight at the same time.

2) Can I buy replacement cables about an inch shorter than I have now to give the proper lift?
