I'm working on a 406 international diesel with a blown head gasket and the head won't come off we've tried a jack and a hoist to lift it off but it won't budge all the head bolts are removed any other help would be great

There should be some prying lugs cast into the block and head where you can pry with a crowbar. Apply constant lifting pressure and then pry with bar. Maybe a few good blows with a dead blow hammer.

We've tried that and bent a six foot pry bar hoping to get it loose

If that don't do it then hopefully a 20 ton bottle jack will break it free

Before you get a jack under it double check for a missed bolt i know that sounds simple but ive seen many a mechanic warp or crack a head like that.

For sure double check for that missed bolt!
Also:
Could you not engage the starter and let the compression do the task 4U ?
That would exert a nice rather even pressure I should think. I have done that, agreeably on smaller engines with success.
