Cub GT 1554 issues

I have a gt 1554 with the kohler courage 27. It has always been hard starting and requires a boost to get the starter to turn adequately. The starter finally died, new one is on the way. But now after the winter I could not get it to crank at all without jumping right to the starter. Going to replace the starter solenoid at the same time, but I have a feeling it is a safety switch cutting spark. I made sure oil was topped off, so it's not the low oil switch.
Is there a way to disconnect all safety switches and run the engine bare bones to test and then work backwards from there?

The two safety switches that would prevent starting are the clutch/brake switch, which can be fun to get to on some, and the pto switch. Oil pressure switch will allow start, but then would either turn on a light or kill the engine. the seat switch doesn't effect starting just running after the start.
