Assume this is your Cub 2544 with the Kohler 21 twin Cylinder HP Command Engine you are asking about?
All the replies above are "spot on" as it seems to be a fuel issue. My experience and suggestion after rebuilding the CC 18HP Magnum carb, replacing fuel pump, is to get a complete replacement carb setup.
My CC 1811 Kohler magnum became a hard starting engine - rebuilt the carb, installed a new fuel pump still hard to start. Replaced the carb 3 years ago - now it kicks off immediately. very little choke required anymore. IMO with the methanol gas, the seals swell and jets become clogged, so a rebuild kit only solves part of the problem.
To test, remove the air filter housing, put some gas in a spray bottle and spritz the carb, start it, then "spritz" as needed to keep the engine running.
If this works, then either order a new carb or do a carb rebuild.
