Concrete Floor Leveling Question

Floor drains,cabinets,tile and other things construction I pretty well understand but do poorly with pretense. Here is a couple where money is of no concern so the wife adds on the the home. The husband go's to a forum with questions about a piddly issue that any pro can easily fix so that you would never know it ever existed. The nature and content of hubby's questions clearly show he lack's the skill to do it and will hire it done. I don't see anything to be gained by bouncing it around diy forums before hiring the pro to fix it. I get it when a diyer on a budget asks if a certain glue or thin-set for installing a certain tile should be troweled with square or vee notched tool. What I can't get my head around is someone asking which tools and materials they should tell their floor mechanic to use.

Concrete block isn't really a problem. You just need the right tool.
