Hooking on to the clevis is fine but as pictured above it really isn’t needed. Just hook the chain around the pin that the clevis is hooked to.

Many people just have drawbars with a single bar and hole and a clevis makes for a good way to attach a chain.

The drawbar is the best place to connect a pulled load. It is what it is designed for. The drawbar is mounted below the centerline of the axle. This is a safe place to attach loads. Attaching above the centerline of the axle can cause the tractor to flip over backwards.
