Case IH 385 won't start, display problems

I have a Case IH 385 tractor that won't start after I removed the hood to try to get the fuel gauge and hour meter working. I also would like advice on the hour meter and fuel guage.

Does it crank (motor spins) but doesn't start up?
Have you moved the Stop Control lever to make sure it's opening and closing properly?
