Case 695 3pt Hitch Hydraulics

I bought a 695 at auction and serviced everything. Everything works good except the 3pt hitch won't go down. It is in the up position and won't lower with the levers down. When I drained the hydraulic fluid and replaced the filter the arms went down, but when I pressurized the system and started back up they went to the top. I am confused. Any ideas?
