Rototiller,much more efficient that a disc on smaller tractors.IMHO
Must be warm where you are if you are planting.

A Landscape Rake or Rear/Angle blade will serve to reduce plow furrows. Two grading implements, which move dirt along the face of the implement, filling in, when used on an angle.
A Box Blade would require two or three times longer but would serve. A dirt transport and smoothing implement.
Spring Harrows move only minuscule amounts of dirt with each pass.

What type of field was plowed?
If previous cultivated land the spring toothed harrow should work. A diamond harrow would be ideal.
If turned over sod a disc is in order.
