I have a BX23 and the three point hitch arms are stuck in the up position. Has anyone had this problem before? I bought the tractor used and just got the backhoe off don't know how long it has had the problem.
After looking a little deeper the control for the arm speed is frozen, is there an off position that it maybe frozen in? I sprayed some WD40 on it and hopefully that will work its way in.

you might check the "speed" knob that regulates the drop rate for the mower/3 pth. If it is in the closed position it could effect the hitch.

I think you will find sandy has it right. Try the speed control knob at your feet turn it counter clock wise and that should do it.

sandyc has it right for one of the things to check. The other thing is that if there is nothing on the 3 pt, then it may not have enough weight to move the upper arms down against that piston. After making sure the speed control is turned to halfway at least - try pushing down on the 3 pt with your hands while pushing on the lever same time - it should go down.

I think the OP had it right in the 2nd paragraph of his post...
If the 'speed' knob can not be rotated left (or right), then considering the symptoms, it is probably 'frozen' in that position from lack of use. Sounds like the original owner hadn't used the 3pt for some time.
Also, be aware that the 3pt does not have 'down pressure', so if nothing substantial is mounted on the arms, they won't go down by themselves, especially if they haven't been used for some time.

As Raidoman said the arms are gravity down with the handle in lower push them down Ive even had to out a piece of pipe over one for leverage and it started down.

Remove the descent knob assembly and clean out any debris.

This orifice lets fluid out so the arms can fall, or let the attachment descend into the ground just so.

You could use tractor pressure to blow out any debris by removing the assembly and start the tractor momentary. Don't stand if front of the outlet.
